Fresh Graduates/JLC Programme

Fresh Graduates and those with 5 years or less experience

          Fresh graduates and those with five years or less of strong relevant legal work experience
(and who fully satisfy the requirements/criteria specified under the section “Eligibility for Appointment as an LSO”)
may apply to be considered for possible shortlisting for an interview for appointment as an LSO.

2        The candidates who are selected for appointment as an LSO will be subject to a three-contract framework totalling four years. The said candidates will be appointed on three consecutive contracts comprising two contracts of 18 months each and one contract of 12 months prior to being considered for possible emplacement on the permanent establishment after four years.

3        All fresh graduates will be appointed at the base grade on an 18-month contract in the first instance.

4        The candidates with five years or less of strong relevant legal work experience may, at the discretion of the Legal Service, have their prior legal experience recognised and be eligible for the award of additional increments and/or appointment at a higher Timescale grade.

5        The candidates who are appointed to the Legal Service and thereafter satisfy the requisite promotion criteria may be considered for possible Lock Step promotion(s) on the completion of the requisite contract(s) and in accordance with the Legal Service progression framework.

6         The possible offer(s) of a second or subsequent contract and the possible emplacement on the permanent establishment of an LSO is subject to the quality of his/her work, demonstrated potential and strong performance during the period(s) of the contract(s).

 

INTERVIEWS

7       The next sets of recruitment interviews for the eligible candidates (whose shortlisting for an interview is approved) are currently slated for Aug 2018.  Please note that the eligible applicants who wish to be considered for the interviews in Aug 2018 are to submit their application (online) by:

(a) Fri 20 Jul 2018 (for those with less than two years of strong relevant legal work experience); or

(b) Tue 31 Jul 2018 (for those with two years or more of strong relevant legal work experience).

 

Deployment to the Justices’ Law Clerk Programme

Applications for possible appointment to the Legal Service as an LSO and deployment to the Justices’ Law Clerk Programme

8        The principal eligibility criterion for consideration for possible shortlisting for an interview for selection for/deployment (of an LSO) to the Enhanced 2-year Justices’ Law Clerk (“JLC”) Programme of the Supreme Court/in the Singapore Legal Service is a very strong First Class Honours (or the equivalent) for an LLB programme from the NUS or the SMU or an LLB/B.A. Law/B.A. (Hons) Juris programme from a Scheduled University, or a JD programme from the SMU or a Scheduled University.

9        The approved framework is that only fresh graduates who fully satisfy the said principal eligibility criterion (set out above) may be considered.  The application of every eligible candidate who satisfies the said principal eligibility criterion will also be subject to further review/consideration by the relevant Legal Service Interview Panel for the purpose of the candidate being shortlisted for an interview.

 

Upcoming: JLC Recruitment Interviews in 2018

10      The interviews in 2018 of the eligible candidates (whose shortlisting for an interview is approved) for possible appointment to the Legal Service as an LSO and selection for/deployment to the Enhanced 2-year JLC Programme are currently targeted for:

(a) 12 Jul, 17 Jul, 18 Jul & 19 Jul 2018: for the eligible candidates from the NUS or the SMU or the eligible candidates who would be available immediately for appointment in Aug 2018 to the Legal Service as an LSO and deployment (on successful completion of the 2018 Part B of the Singapore Bar Examinations) to the JLC Pool in Jan 2019 (as part of the 2019 [Jan] JLC cohort); and

(b) 20 Sep & 21 Sep 2018: for the eligible candidates from the Scheduled Universities who would be available for appointment in Jan 2019 (on successful completion of the Part A of the Singapore Bar Examinations) or Jul 2019 (on completion of the Relevant Legal Training and successful completion of the Part A of the Singapore Bar Examinations) to the Legal Service as an LSO and deployment (on successful completion of the 2019 Part B of the Singapore Bar Examinations) to the JLC Pool in Jan 2020 (as part of the 2020 [Jan] JLC cohort).

 

Timeframes/Deadlines for Submission of Application

11       Please note that the eligible candidates (who satisfy the said principal eligibility criterion set out above) keen to be considered for possible shortlisting for an interview for appointment to the Legal Service as an LSO and selection for/deployment to the Enhanced 2-year JLC Programme are required to submit their application by:

(a) Mon 18 Jun 2018 for the eligible candidates from the NUS or the SMU or the eligible candidates who would be available immediately for appointment in Aug 2018 to the Legal Service as an LSO and deployment (on successful completion of the 2017 Part B of the Singapore Bar Examinations) to the JLC Pool in Jan 2019 (as part of the 2019 [Jan] JLC cohort); or

(b) Mon 13 Aug 2018 for the eligible candidates from the Scheduled Universities who would be available for appointment in Jan 2019 (on successful completion of the Part A of the Singapore Bar Examinations) or Jul 2019 (on completion of the Relevant Legal Training and successful completion of the Part A of the Singapore Bar Examinations) to the Legal Service as an LSO and deployment (on successful completion of the 2019 Part B of the Singapore Bar Examinations) to the JLC Pool in Jan 2020 (as part of the 2020 [Jan] JLC cohort).

Documents to be provided

12        Please note that all eligible candidates are required to provide the following for the consideration of the relevant Legal Service Interview Panel:

(a) the Legal Service Application Form 
    (to be accompanied by photocopies of all educational certificates & transcripts, CCA records and the 
    Certificate of Service for NS [where applicable]);

(b) a Personal Statement 
     (of not more than one page [in Arial; font size 14] with the applicant's name at the bottom left corner);

(c) a Write-up 
     on why he/she is applying for the Enhanced 2-year JLC Programme and how and what he/she can 
     contribute to the Programme and the Legal Service (of not more than one page [in Arial; font size 
     14] with the applicant's name at the bottom left corner);

(d) Academic references/testimonials 
     from two Professors from the law programme in support of the application for the Enhanced 2-year 
     JLC Programme (of not more than one page each [all candidates are kindly requested to convey this 
     requirement specified by the Interview Panel to the Professors concerned] and to be provided directly 
     to the Secretary, Legal Service Commission at the LSC Secretariat’s email at lsc_sec@lsc.gov.sg); 
     and

(e) an Essay 
     (the topic of the Essay [and the requirements] will be provided to the eligible candidates between 
     8.45 am and 9.00 am on a specific date [to be advised at the relevant date/time] before the interview. 
     All eligible candidates are to submit the Essay via email attachment by 5.15 pm the same date.).
