Fresh Graduates/JLC Programme

Fresh Graduates and those with 5 years or less experience

            Fresh graduates and those with five years or less of strong relevant legal work experience (and who fully satisfy the requirements/criteria specified under the section “Eligibility for Appointment as an LSO”) may apply to be considered for possible shortlisting for an interview for appointment as an LSO.

2          The candidates who are selected for appointment as an LSO will be subject to the current three-contract framework totalling four years. The candidates will, pursuant to the said current framework, be appointed on three consecutive contracts comprising two contracts of 18 months each and one contract of 12 months prior to being considered for possible emplacement on the permanent establishment after four years.

3          All fresh graduates will be appointed at the base grade on an 18-month contract in the first instance.

4          The candidates with five years or less of strong relevant legal work experience may, at the discretion of the Legal Service, have their prior legal experience recognised and be eligible for the award of additional increments and/or appointment at a higher Timescale grade.

5          The candidates who are appointed to the Legal Service and thereafter satisfy the requisite promotion criteria may be considered for possible Lock Step Promotion on the completion of the requisite contract and in accordance with the Legal Service progression framework.

6       The possible offer(s) to an LSO of a second or subsequent contract, and the possible emplacement on the permanent establishment of an LSO, are subject to the quality of the LSO’s work, demonstrated potential and strong performance during the period(s) of the contract(s).


INTERVIEWS

7          The next sets of recruitment interviews are - for the present - targeted for Aug 2021.

8          Please note that all eligible applicants are required to provide/include in their application - for the consideration of the relevant Legal Service Shortlisting/Interview Panel - the following (in not more than one page each [in Arial; font size 14] with their name at the bottom left corner):

(a) a Personal Statement; and

(b) a Write-up
on why he/she is applying to the Legal Service for consideration for possible shortlisting for an interview for possible appointment as an LSO and how and what he/she can contribute to the Legal Service and the administration of justice.


Justices’ Law Clerk Programme

9          The 2-year Justices' Law Clerk ("JLC") Programme is a structured two-year programme of the Singapore Legal Service.  The eligible young graduates who aspire to have the unique privilege of working closely with the Chief Justice and members of the Supreme Court Bench may submit an application for consideration for possible shortlisting for an interview for selection for/deployment (as an LSO) to the 2-year JLC Programme.
  

JLC Recruitment Interviews in 2021

10         The interviews in 2021 of the eligible applicants (whose shortlisting for an interview is approved) for possible appointment to the Legal Service as an LSO and selection for/deployment to the 2-year JLC Programme will be in: 

(a) Jul 2021 for the eligible applicants from the NUS and the SMU and the eligible applicants who would be available for immediate appointment in Aug 2021 to the Legal Service as an LSO and deployment (on successful completion of the 2021 Part B of the Singapore Bar Examinations) to the JLC Pool in Jan 2022 (as part of the 2022 [JanJLC cohort); 

and

(b) Oct 2021 for the eligible applicants from the Scheduled Universities who would be available for appointment in Jan 2022 (on successful completion of the Part A of the Singapore Bar Examinations) or Jul 2022 (on completion of the full duration of the Relevant Legal Training and successful completion of the Part A Examinations) to the Legal Service as an LSO and deployment (on successful completion of the 2022 Part B of the Singapore Bar Examinations) to the JLC Pool in Jan 2023 (as part of the 2023 [Jan] JLC cohort). 


Timeframes/Deadlines for Submission of Application

11        The eligible applicants who are keen to be considered for shortlisting for an interview for possible appointment to the Legal Service as an LSO and selection for/deployment to the 2-year JLC Programme will be required to submit their application by:

(a) Mon 14 Jun 2021 for the eligible applicants from the NUS and the SMU and the eligible applicants who would be available for immediate appointment in Aug 2021 to the Legal Service as an LSO and deployment (on successful completion of the 2021 Part B of the Singapore Bar Examinations) to the JLC Pool in Jan 2022 (as part of the 2022 [Jan] JLC cohort);

or

(b) Fri 27 Aug 2021 for the eligible applicants from the Scheduled Universities who would be available for appointment in Jan 2022 (on successful completion of the Part A of the Singapore Bar Examinations) or Jul 2022 (on completion of the full duration of the Relevant Legal Training and successful completion of the Part A Examinations) to the Legal Service as an LSO and deployment (on successful completion of the 2022 Part B of the Singapore Bar Examinations) to the JLC Pool in Jan 2023 (as part of the 2023 [Jan] JLC cohort).


Documents to be provided

12        Please note that all eligible applicants are required to provide the following for the consideration of the relevant Legal Service Shortlisting/Interview Panel:

(a) the Legal Service Application Form;

(b) a Personal Statement 
(of not more than one page [in Arial; font size 14] with the applicant's name at the bottom left corner);

(c) a Write-up 
on why he/she is applying for the 2-year JLC Programme and how and what he/she can contribute to the Programme and the Legal Service (of not more than one page [in Arial; font size 14] with the applicant's name at the bottom left corner); and

(d) Academic references/testimonials 
from two Professors from the law programme in support of the application for the 2-year JLC Programme (of not more than one page each [all applicants are kindly requested to convey this requirement specified by the Interview Panel to the Professors concerned] and to be provided directly to the Secretary, Legal Service Commission at the LSC Secretariat’s email at lsc_sec@lsc.gov.sg).

13        Please also note the following.  The eligible applicants who are earmarked for possible shortlisting for an interview will be required to provide an Essay for the consideration of the relevant Legal Service Shortlisting/Interview Panel.  The topic of the Essay (and the requirements) will be provided between 8.45 am and 9.00 am (Singapore time) on a specific date (to be advised at the relevant date/time).  The Essay is to be submitted via email attachment by 5.15 pm (Singapore time) the same date.
