Salary & Progression

The Legal Service offers a competitive remuneration package. The salaries are benchmarked against incomes in the legal services sector/public sector and reviewed annually.

2There are abundant opportunities for career advancement in the Legal Service for LSOs with excellent performance and high potential. The progression of all LSOs is based on merit.

3The seniority/level of appointment and the initial salary/remuneration package of selected candidates will be determined on the basis of the specific needs of the Legal Service, the candidate’s qualification(s) and relevant prior legal working experience (where applicable).

4Undergraduates (including those undertaking a JD Programme),  Fresh Graduates & those with 5 years or less of strong relevant legal working experience:

(a) The candidates whose offer of “conditional” appointment as an LSO is confirmed and the candidates who are selected for appointment as an LSO will be subject to a three-contract framework totalling 4 years. The said candidates will be appointed on three consecutive contracts comprising two contracts of 18 months each and one contract of 12 months prior to being considered for possible emplacement on the permanent establishment after 4 years.

(b) All fresh graduates will be appointed at the base grade on an 18-month contract in the first instance.

(c) The candidates with 5 years or less of strong relevant legal working experience may, at the discretion of the Legal Service, have their prior legal experience recognised and be eligible for the award of additional increments and/or appointment at a higher Timescale grade.

(d) The candidates who are appointed to the Legal Service and thereafter satisfy the requisite promotion criteria may be considered for possible Lock Step promotion(s) on the completion of the requisite contract(s) and in accordance with the Legal Service progression framework. 

(e) The possible offer(s) of a second or subsequent contract and the possible emplacement on the permanent establishment of LSOs are subject to the quality of his/her work, demonstrated potential and strong performance during the period(s) of the contract(s).

 

5       Mid-Careers (those with more than 5 years of strong relevant legal working experience):

(a) The mid-career candidates who are selected for appointment as an LSO will be subject to the following framework:

(i)   two consecutive contracts of 2 years each for those with strong relevant legal working experience of more than 5 years and up to 10 years; or

(ii)  one contract of 3 years for those with strong relevant legal working experience of more than 10 years.

(b) These mid-career candidates may, at the discretion of the Legal Service, have their prior strong relevant legal working experience recognised and be eligible for the award of additional increments and/or appointment at a higher LSO-grade.

(c) These LSOs may, on their successful completion of the contract(s), strong performance and fully satisfying the requisite eligibility criteria, be considered for the possible offer of a second or subsequent contract and/or emplacement on the permanent establishment.

(d) The possible emplacement on the permanent establishment of these LSOs will however continue to be subject to the quality of the officer’s work, demontrated potential and strong performance during the period(s) of the contract(s) and the needs of the Legal Service.
